The Northern monkfish row prints a total allowable landings figure of 5,309 metric tons. Its subtraction gives 5,175.
The August 27, 2026 Framework 17 final rule, effective September 28, says the annual catch target equals total allowable landings plus expected discards. The Northern inputs are a 6,038-mt target and 863 mt of expected discards:
6,038 − 863 = 5,175 mt, which is 134 mt below the printed TAL.
For an analyst entering the new values, this is a discrepancy to carry, not a correction to make silently. The table describes a 3-percent decrease from 2023–2025, while the 2023 Framework 13 bulletin lists 5,309 mt for that earlier Northern TAL. The implied reduction, 134 ÷ 5,309 × 100, is about 2.524 percent, which can round to 3 percent at whole-percent precision.
That supports one explanation: the older TAL may have been carried forward accidentally. It does not prove which field is wrong. The discard input or percentage could instead need correction.
The August 27 NOAA bulletin repeats the table. Repetition supplies no independent reconciliation.
The defensible entry distinguishes the published 5,309 mt from the formula-implied 5,175 mt and leaves the intended correction to the agency. Before using this note for a current decision, check for a subsequent clarification; the cited documents do not settle it.
