A vessel name, an MMSI and a plausible track can all agree and still leave the identity question open. They may be three fields from the same transmitter, repeating the same mistake.
That matters at the moment an analyst attaches a track to a vessel's history. Once the association is accepted, the resulting record can look reassuringly detailed: positions, times, movements and port calls, all under one name. But the detail describes the broadcast. Whether it belongs to that physical hull is a separate question.
The built-in check covers processing integrity
The IMO's operational guidelines for shipborne AIS describe the limitation directly. Received information depends on the accuracy of what was transmitted. A built-in integrity check cannot validate the contents of the data it processes. Poorly configured or calibrated position, speed and heading sensors can supply incorrect information.
These failures occur at separate layers. A unit can be working while the information entering it is wrong. A receiver can faithfully record that information, and a display can plot it correctly. Nothing in that sequence requires the name attached to the track to have been independently established.
Consider a hypothetical review in which the name and MMSI remain unchanged throughout a voyage. That continuity is useful: it tells the analyst the received identity fields are consistent. It does not tell the analyst whether the MMSI was properly assigned or correctly entered into the transmitting unit. Repeating the same identifier for longer cannot answer how it got there.
The distinction also protects useful AIS evidence from being discarded too casually. Finding an identity problem does not make every observation worthless. It changes what can safely be attributed to a named vessel. Preserve the broadcast as received while investigating the association, rather than rewriting the original observations to fit the identity you expected.
Separate the record check from the encoding check
The Coast Guard's Vessel Information Verification System makes the separation practical. VIVS compares static broadcast information with authoritative sources. Its guidance asks operators to verify both that the authoritative information is valid, including a properly issued and current MMSI, and that the AIS unit is encoded accurately.
Those checks can fail independently. A unit might accurately transmit an identifier whose assignment needs correction. Or a valid record might exist while the unit broadcasts something else. Treating either task as a generic “identity verified” tick loses the information needed to resolve the discrepancy.
For the analyst, the useful result is specific: which broadcast fields were compared, against which records, and which differences remain? A matching name is a different result from a properly assigned MMSI. A corrected encoding is a different result again. They should not disappear inside a single green status.
Agreement with a static record shows that the compared fields match. Authenticating the physical source of a radio transmission requires separate evidence. A review concerned with the actual hull must not substitute static-data reconciliation for that question.
The verification tool covers a place and time window
VIVS is also narrower than the phrase “vessel verification” might suggest. NAVCEN describes coverage of vessels whose AIS broadcasts were detected by the Nationwide AIS on U.S. navigable waterways within the previous 30 days; the system is updated weekly.
That scope matters when choosing the check. A recent U.S. static-data comparison cannot be treated as a global historical identity service. If the voyage under review falls outside the described coverage, the tool's absence of a result cannot settle it. Nor should a weekly update be mistaken for an immediate readback of a correction made aboard a vessel.
The error would be to let a convenient tool determine the question after the fact. Start with what needs establishing about this vessel and this period, then ask whether the available comparison reaches it.
An unexplained mismatch is not a finding of wrongdoing
Ordinary configuration and sensor problems can produce the same mismatch, as the IMO guidance explains. Its 2023 resolution on illicit maritime operations also cautions that shore stations or satellites failing to receive AIS transmissions does not determine that a vessel was engaged in illegal activity.
A mismatch warrants investigation. These sources provide no basis for attributing intent or drawing an ownership, sanctions or insurance conclusion from a missing signal.
Before accepting a voyage as a named vessel's history, record the received identity, the independent records consulted, the discrepancies resolved and the question still open. If all the confidence comes from fields inside the same broadcast, the review has checked consistency but still lacks independent identity evidence.
